Since establishing the Rooney Rule in 2003, the NFL has slowly begun to incorporate more Black head coaches. The Rooney Rule, named after Steelers' owner Dan Rooney, is a policy that requires NFL teams to interview at least one person of color when hiring for head coach and senior football operation jobs.
