Unless he's been living in a cave for the last few years, he's lying. Sure, maybe he hasn't had a "serious girlfriend" in a while. But, he's definitely dated and/or slept with people. 

Of course he would! The same way you'd look at a hot guy if he walked by. However, you'd never cheat on your guy. And hopefully, he wouldn't either. 

Translation: He wants you to come over so you guys can have sex.
